Kindergartens are divided into private and municipal kindergartens. The owners of private kindergartens are legal entities, foundations and non-profit associations. The owner of municipal kindergartens is the local government (city, rural municipality).

The activities of municipal kindergartens and partly of private kindergartens are regulated by the Preschool Child Care Institutions Act.
